The Philippine Energy Plan to 2050

The Department of Energy's plan for 2023 to 2050 replaces the 2020 to 2040 plan and extends it a decade. The renewable targets are unchanged: 35% of generation by 2030 and more than 50% by 2040. Nuclear appears, with 1,200 MW in 2032 and more by 2050. Energy efficiency is counted as a supply resource with its own target. The plan is a projection and a set of intentions, not a law, and it is the reference every circular of the period cites.

What is new

A nuclear line, following the 2022 executive order and the 2023 cooperation agreement with the United States.

A target for the renewable share that was reaffirmed, not raised, because the grid could not absorb more at midday.

What it says about the years before 2032

Coal remains the largest source of generation through the decade, with imported LNG replacing the declining Malampaya field. The renewable build is solar-heavy and midday-heavy, and the plan's own reserve projections show the dry-season margin staying tight until the pumped-storage projects of the third round are built. That is the honest part of the document and the part a plant should read.

Where biomass and waste sit

As a small line in the supply table, growing slowly, with most of its capacity at sugar mills and rice mills. The plan does not expect residues to change the national picture, and it is right: they are too scattered to be a grid resource. What they are is a site resource, at the sites that have them, and a national plan is not the document that decides that.

The use of it

The plan tells a site what the grid will cost and how reliable it will be over the life of a boiler it might buy this year. Both answers argue for making steam and power from what the site already has, and for signing for the balance under the green option. It does not argue for waiting.
