The problem

A pipeline or a technology needs Philippine execution: sites, permits, construction and an operator who is still there years after commissioning.

The permitting path runs through the DOE, ERC, DENR, BOI and NGCP, and each has its own clock.

A partner who leaves at financial close leaves the developer holding the construction risk alone.

What usually applies

  • A partner qualification memo as the first step: who controls site, feedstock, technology, capital and offtake, and what the near-term milestone is.
  • A defined role afterwards: origination, feasibility, permitting, EPC or O&M, agreed in writing.
  • Site, waste and offtake validation on the ground before a term sheet is written.
